The incident exposes flaws in admission procedures. Apart from seriously dealing with the suspected students, it is necessary to maintain rigorous admission screening to protect the university's reputation. Harsh penalty to protect education hub It has been widely rumoured online that there are intermediaries offering "guaranteed admission" services to students wi thout a bachelor's degree a certificate of graduation from an overseas university and a professor's recommendation letter to enter prestigious institutes in the UK, US, Australia and Hong Kong at a price of US$100,000. The rumours were not taken seriously until it was recently reported by a mainland social media that a master' s degree student studying in the Business School of the University of Hong Kong (HKU) was suspected of plagiarizing someone's assignment, arousing suspicion. The student could produce neither an undergraduate transcript nor certificate for verification, so the university launched an investigation covering the entire school, affecting 200 students. The school has confirmed that a very small number of applications involve forged do cumen t s . I f e v i denc e i s e s t ab l i s hed , the students involved wi l l be disqual ified. Legal action will also be taken against the intermediaries. It is understandable that the HKU has zero- tolerance for secur ing admi ss ion by dishonest means, as it is a fraud. Not taking it seriously will only make intermediaries suspected of forgery and students using their services rampant, casting doubt over degrees awarded. This will not only tarnish its reputation but also make the discipline highly sought after by enterprises lose favour. The incident also sounds a siren to the eight public-funded universities and other selffinancing institutes that if the problem is not properly dealt with, the international education hub plan may be affected. The HKU and other four UGC- funded uni ver s i t i es are among the top global 100 institutes with their research works recognized by international peers. So the government is committed to the "Study in Hong Kong" initiative to promote the city as an international education hub, as well as developing the Northern Metropolis i n t o a un i ve r s i t y t own t o a t t r ac t mor e overseas and mainland students - an industry chain comparable to UK, US & Australian prestigious counterparts. This can generate revenue because the annual tuition fee from a non-local student ranges from $140,000 to $182,000, three to four times that of locals. It will also boost rental and retail revenues while attracting global talents to get used to living here as early as possible, thus facilitating their stay upon graduation. If the eight universities and other selffinancing institutes only focus on absorbing more non-local students, they can certainly increase their income. However, without proper gatekeeping, Hong Kong's academic status will be jeopardized. There are concerns the quality universities will decline, affecting the desire of overseas parents to send their children for further studies. Warning to exercise tough accreditation It is necessary for institutes to increase the manpower concerned. In the case of undergraduate admission, it is more difficult to fabricate qualifications, because Gaokao and other international public exam results can be used as reference. However, for master's degree programmes, only undergraduate documents are to be submitted, which makes it easy for frauds. The HKU should add an interview session, preferably in English, to determine whether the applicant is familiar with the campus life of the university previously attended to screen out those suspected of holding fake qualifications. Meanwhile, institutes should require overseas or mainland universities to submit the applicants' academic qualifications to minimize the risk. As for students already admitted, if the institutes find them suspicious, supplementary information can be requested. Those not complying can be expelled to deter fraudsters. The HKU incident in fact serves as a warning to institutes which should take verification in admission seriously.
