It is also in line with US stricter scrutiny of Chinese students who were once highly sought after by western educational institutions, but now face all sorts of restriction. Hong Kong should aggressively attract these students for the "Study in Hong Kong" brand, turning the city into an international education hub. Australia earlier announced a cap of 270,000 international students, with quotas set for individual institutions. This appears to cut back on schools primarily admitting those who come for work so that universities can enrol more international students, thereby enhancing the education industry by making it fairer and more sustainable. In reality, the ruling Labour Party is using immigration control as a strategy to win votes for next year's election. Playing immigration card ahead of election International education was Australia's fourth largest export last year, valued at AUD 36.4 billion. International students are always a significant source of income for universities, typically paying more than twice the tuition fees of locals. The more international students, the more profit. This year, the Labour government has imposed several measures targeting them including raising the IELTS English proficiency requirements for student & temporary graduate visas, increasing student visa fees by over twofold and setting higher financial guarantee. The latest cap followed a surge in post-pandemic migration - a record 549,000 or 60 per cent last year. The influx drove up housing demand amid insufficient supply, leading to an increase in property prices and rents by eight per cent, keeping inflation high. In face of next year's election, the Labour government has pledged to halve net migration to 260,000 by June. The cap may also be intended to align with US policies targeting Chinese students. Global higher education institutions welcome international students, with those from China being a major source. Australia, for example, enrolled nearly 720,000 international students of which 22 and 19 per cent were Chinese and Indians. In the US and UK, Chinese students accounted for 27 and 23 per cent. When there were good relations, western universities welcomed Chinese students. However, the US increasingly considers China a competitor as the latter makes technological breakthroughs. It is concerned that Chinese students may take home the latest technologies or core skills to further strengthen their mother country's national power. So, the US has barred them from sensitive fields like artificial intelligence, semiconductors, computer science and materials science, though humanities and business studies remain open. Chinese students with visas may even face difficulties upon entry or be deported without explanation. As members of the Five Eyes alliance, Canada and Australia have closely followed the US in restricting Chinese students from studying sensitive technologies. For example, they have cited potential espionage or the risk of weapons of mass destruction as research security reasons to reject Chinese students. Amid Sino-US rivalry, Chinese students face many restrictions when studying abroad. Given the high tuition fees and limited options, many choose to stay in China. This may be an opportunity for Hong Kong, which aims to become an international education hub. Leverage on edges to build education hub Hong Kong boasts quality higher education with its international faculty, world-class research, etc. In the 2025 QS World University Rankings, seven Hong Kong universities were listed. Five of them were in the top 100. Hong Kong should leverage on these strengths to attract non-local students to gradually establish the "Study in Hong Kong" brand and form a higher education industry chain. This can bring significant direct and indirect economic benefits as in traditional study destinations like Australia and the UK. Restrictions on Chinese student intake may benefit HK 翻譯︰George 4. economic / financial 5. hub D6 侷芎 01.31.2025 星期五 五更剛過,晨鐘敲響,等到漸漸聽到外頭的人聲,評仔才從客棧的 房間探頭張望。他躡手躡腳步下樓梯,在轉角處跟一位年輕人撞個滿 懷。那人大概多歲,足比評仔高兩個頭,評仔給撞得眼冒金星。那 年輕人也不好過,原本捧着一疊寫滿字的宣紙散了一地,他趕忙俯身 撿拾,好不狼狽。﹁哥哥,不好意思啊!﹂ 評仔見年輕人着緊的模樣, 猜測這定是很重要的東西,連忙道歉。年輕人道:﹁沒關係,是我冒 失!﹂他檢查着詩稿,突然又道: ﹁原來都亂序了!又要花些時候整理, 看來又趕不上青蓮居士的步伐了,慘哉!﹂ 評仔聽到﹁青蓮居士﹂ ,頓時兩眼放光:﹁哥哥你說的是李白嗎?﹂ 年輕 人見評仔年紀小小有眼不識泰山,居然直呼偶像的名字,他有點不滿︰ ﹁你犯不着大驚小怪。青蓮居士李太白,整個大唐還有誰不知道他?﹂評 仔本想補充︰﹁對啊!全球華人還有誰不知道他?﹂ 但見這位大哥哥一臉認 真,便不敢多言了。 神仙下凡 評仔把小倩喊來,三人合力把稿件排好。原來,這位大哥哥叫魏萬 他是李白的﹁鐵粉﹂ ,他敬佩李白,為了見偶像一面,攀山涉水追星!他從 住處河南王屋山出發,到梁宋紫極宮,尋訪不遇,於是一路打聽李白的行 蹤,緊追着他的足跡,追到了山東濟南,再南下江浙,追到會稽、天台、 永嘉、金華⋯⋯但每次總是和李白擦肩而過。﹁如今又來到了揚州,我已經 行走了三千餘里,離家半年有多了!知何時才能見到青蓮居士呢?﹂ 他若有所思︰﹁想當年,孟浩然就是要來揚州,居士才會在黃鶴樓送 行,看着友人的小船漸行漸遠,滿心惆悵,寫下︿黃鶴樓送孟浩然之廣陵﹀ 這名篇。居士是性情中人,他仰望孟老前輩,毫不忌諱︰﹃吾愛孟夫子風 流天下聞﹄,寫到 ﹃高山安可仰,徒此揖清芬﹄。唉!我何嘗不是高揖居士芬 芳美好的才情?但願我也一樣幸運,能見到他吧!﹂魏萬把詩稿抱在胸前, 無比珍重,他抖擻精神︰﹁我一定會尋到他!到時,我要把這本詩集親手送 給他,裏面寫滿了我對他的景仰之情啊!﹂評仔和小倩聽了,又吃又敬 佩,可知道這是沒飛機沒火車的年代,真是全靠兩條腿的追星之旅啊! 小倩明白追星的心情,說道︰﹁魏大哥,太白詩當真灑脫狂放。 ﹂魏萬接 着說︰﹁那是當然的。他是謫仙人,是太白金星,神仙下凡!連禮部尚書賀 監賀知章大人都這麼說的。﹂ 小倩想起讀過的李白詩,那些流動於詩句裏, 清且真的精神導向;昂揚的時代風尚;震撼人心的力量,一千三百年以後 還在感動着她,難怪同時代的魏萬會為之如此着迷。就在他們陷入沉思的 時候,店小二高聲呼喚魏萬,告訴他朝思暮想的偶像此刻就在揚州!魏萬 立馬攬着詩稿,奪門而出。評仔和小倩有默契地緊隨其後。 莫逆之交 魏萬終於見到李白,撲通一聲跪倒在地,號啕大哭。只見他面前站着 一位面容清癯的男子,他佩帶刀劍,頭戴烏紗帽,身穿白苧袍,已有點年 紀,但目光如炬,氣質出眾。評仔也驚呆了,他揉揉眼睛,那個﹁酒入豪 腸,七分釀成了月光,餘下的三分嘯成了劍氣,繡口一吐就半個盛唐﹂的李 白,那個全球華人都 知道的詩仙李白,居然就 在他面前!魏萬雙手顫抖捧 上詩稿,恭請李白指正。李白 卻一點沒有偶像的架子,倒像一 個老朋友,一把扶起魏萬,接過詩 稿,給他一個大大的擁抱。讀畢,李白感 動得熱淚盈眶。 評仔和小倩高興看到魏萬夢想成真。評仔心想,李白該是個俠肝義 膽,很有人格魅力的人。魏萬、汪倫等粉絲追隨他。元丹丘引他為知己, 盡力幫助。孟浩然、賀知章賞識他,一曰隱居山林,一曰金龜換酒。更甚 者攸關性命,名將郭子儀解官以贖李白死罪。 小倩說︰﹁杜甫是李白的知己, ﹃醉眠秋共被,㩦手日同行﹄,白天策 馬挽弓,手拉手闖蕩江湖;晚上同吃同睡。李杜同為唐代文壇巨匠,惺惺 相惜,令人動容,杜甫後來寫了十多首關李白的詩 ︿贈李白﹀ 、︿寄李 白﹀、 ︿憶李白﹀、 ︿夢李白﹀ ︿寄李白二十韻﹀中的 ﹃筆落驚風雨,詩成泣 鬼神﹄,是對太白詩的崇高評價。此詩是李白因罪被放逐後,杜甫思念李 白所寫的。年輕時的李杜,詩酒年華;年華逝去,杜甫想念李白想了一輩 子。﹂ 李白相識滿天下,和他性格瀟灑、能文能武、志氣宏放不無關係大 概,豪邁而真誠就是他手中的王炸牌,寫詩如是,交朋結友亦如是。他和 魏萬結伴暢遊金陵︵今南京︶ ,受到魏萬﹁訪我三千里﹂ 的誠意而感動,臨別 時贈詩︿送王屋山人魏萬還王屋﹀ :﹁我苦惜遠別,茫然使心悲,黃河若不 斷,白首長相思﹂,要和魏萬做一輩子的好友,還把自己所有詩稿送給魏 萬,魏萬也不負重託,編成了︽李翰林集︾ 二卷,並作序以傳。後來,這本 集子成為了後世研究李及其詩的重要資料。﹁原來,這就課本上常常提 到的︽李翰林集︾ !﹂評仔恍然大悟。 見到了文學史上最紅的明星;見證了一千三百年前的追星故事;見識 到壯盛向上的盛唐氣息,是時候要離開了。小倩悄悄拭去眼角感動的淚 水,評仔依依地按下量子槍 欲知評仔後事如何,請看下回分解。 古人追的太白星 李白
