In view of market conditions, modifying the commercial land zoning in Kowloon East to accommodate different development plans is a positive move, especially with the upcoming launch of the Kai Tak Sports Park - an opportunity to boost the potential of Kowloon East by incorporating cultural, sports and tourism elements. Ease restrictions for flexibility In 2011, the government announced the "Energizing Kowloon East" initiative aimed at transforming the Kai Tak Development Area, Kowloon Bay, Kwun Tong and San Po Kong business areas into the second core business district providing stable & high-quality commercial land to support economic growth and enhance competitiveness. During a Legco subcommittee meeting yesterday, a legislator suggested that beyond traditional industries like finance, the authorities should focus on cultural, sports and tourism in Kowloon East associated with the Kai Tak Sports Park. Concern was also raised over whether there are enough venues for cultural performances. In response, Secretary for Development Bernadette Linn referred to the recent Hung Shui Kiu outline development plan amendment where the government no longer mandates specific proportions of commercial space usage, leaving it to market forces. As business zoning involves cultural, sports & tourism facilities, the authorities would not rule out reviewing some plans that could be old and less flexible. In essence, the revision is driven by the need to adapt to reality. Initially, the planning was constrained by land availability: reclamation along Victoria Harbour was not an option and the Northern Metropolis had not yet been launched. So, planning had to focus on redeveloping the old Kai Tak Airport site while converting nearby old factories into new office buildings. However, with the Northern Metropolis and future San Tin Technopole, Hung Shui Kiu will deeply collaborate with Qianhai Cooperation Zone and Nanshan District in finance, professional services and logistics, making it a new core commercial district. As offices shift north, demand in Kowloon East will decrease. Moreover, the sluggish economy in recent years makes demand for office spaces decline, yet new buildings continue to be completed, leading to an oversupply. The vacancy rate for Grade A offices in Central has reached 16.3 per cent. Kowloon East is even harder hit with over 20 per cent. In light of uncertainty, sticking to rigid landuse planning would be unwise. It is necessary to loosen restrictions, including subdividing some land marked for commercial and mixed use, allowing flexible allocation of commercial space for offices, hotels, retail, dining, entertainment, cultural activities, etc. Transport infrastructures urgent More importantly, the Kai Tak Sports Park, which can accommodate 50,000 spectators, will open next year. It is expected to become a prime venue for large concert, music and sports events, attracting international stars and athletic teams. This will increase the flow of people to make profits and boost the local cultural, sports and tourism industries. To turn Kai Tak into a vibrant hub, letting the market take the lead is most economically viable, as the sector has keen market sense to introduce different cultural, sports and tourism industries, enhancing its attractiveness. However, government support is also needed. It is time to review whether supporting facilities are adequate. Large concerts at the sports park could attract more local and overseas visitors, including those arriving by cruise ships. If the sports park and cruise terminal can be linked with cultural and creative industries, disembarking tourists could enjoy concerts and explore the surrounding area, boosting retail and dining businesses nearby, ultimately bringing economic benefits. However, the government has yet to finalize its postpandemic strategy for the cruise terminal. Earlier promises to announce plans for boosting cruise tours by mid-year have not been kept, so the Culture, Sports and Tourism Bureau should come up with a feasible plan soon. With the sports park expected to draw large crowds, addressing the inadequate transport infrastructure is most urgent. If citizens and tourists are stranded after concert due to inadequate public transport, it will lead to unpleasant experiences, discouraging future visits. Therefore, the authorities have to quickly conduct large-scale drills to test crowd evacuation capabilities. The construction of the Kai Tak smart and green transit system should also be accelerated.
